Ceda Sue Minturn, 74, of Portsmouth, passed away Sunday, January 19, 2025. She was born December 8, 1950, a daughter of Florence (Tussing) Lozier and the late Jack Lozier.

She enjoyed camping, traveling and being around wildlife.

Ceda is also survived by a son, Daniel Lee Ratliff of Chillicothe; a daughter, Ceda Danette Richardson and husband Shane of Wheelersburg; a brother, Matthew Miller and wife Denise of North Carolina. 8 grandchildren and 13 great grandchildren.

She was also preceded in death by a daughter, Dayna Sue Ratliff, a brother, Kim Lozier and a sister, Patty Blevins.

Cremations services are under the direction of the D.W. SWICK FUNERAL HOME in South Webster.
