Age 84 of Wheelersburg, passed away July 7, 2017 at the VA Medical Center in Chillicothe. He was born in KY on November 13, 1932. Franklin served his country in the U.S. Army and worked as a laborer in the local foundry. In his spare time he enjoyed going to church, playing music, and traveling.

He was preceded in death by his parents.
