Age 49 of Wheelersburg died November 13, 2016 at University Hospital in Cincinnati.  He was born October 9, 1967 in Kettering, OH to Henry "Sonny" Mullins and Glenda (Payton) Mullins.  He was a 1986 graduate of Wheelersburg High School and then graduated in 1990 from the Culinary Institute of America in Hyde Park, NY, as a pastry chef.  Jeff loved baking, cooking, driving his jeep, spending time on the water, and especially being with his nephews and nieces.  He was a longtime member of St. John's Lutheran Church in Powellsville.

He is survived by his father, Henry "Sonny" Mullins (Sherry) of Wheelersburg; mother, Glenda (Payton) Mullins of West Portsmouth; partner, Frank Lanning of Wheelersburg; one sister, Barbara Gerome (Perry) of Lebanon, OH; one brother, Robert Mullins (Penny) of Wheelersburg; several aunts, uncles, nieces and nephews.  He was preceded in death by both sets of his grandparents.

Funeral services will be held at 11:00 a.m. Thursday, November 17, 2016 at St. John's Lutheran Church in Powellsville with Pastor Carl Beck officiating. Interment will follow in the church cemetery.  Friends may call Wednesday from 5 – 8 p.m. at D.W.
