Age 76, of South Webster, passed away Sunday, October 20, 2019 at Adena Regional Medical Center in Chillicothe. A lifelong resident of the area who spent the last five years in Piketon, Willard was born February 13, 1943 in South Webster to Joseph and Mildred (Slack) Belcher. He enjoyed solving puzzles and word puzzles.

He is survived by a niece, Mary Belcher Smith (Tim) of South Webster; a nephew, Thomas Belcher, Jr. (Amy) of Lucasville. He was preceded in death by his parents, Joseph and Mildred (Mishie) and several brothers.
